Water Conveyance & Plant Discharge

In order to derive the plant discharge for each capacity option, a preliminary estimate of the water conveyance head losses was carried out. The diameter of the headrace tunnel and steel lined penstock have been optimized separately. The head calculation is an interactive process in which the flow is varied until the head loss is such that the resulting net head gives the required plant capacity at an overall plant efficiency of 86.5%.

Hydrological Data used in Optimization

The capacity and energy potential of a particular option is dependent upon the river flows. The mean monthly flows and the long term daily flows for the at the intake site of Likhu - IV Hydroelectric Project were derived from the hydrometric station no. 660 on the Likhu river. These flows were used in the computations of power and energy for the project optimization. These data and the annual flow duration curve and monthly flow duration curves are presented.

Cost Estimates

Major quantities were manually calculated for the base case layouts, which were prepared for the Q.5 turbine flow for the L1khu - IV Hydroelectric Project. This layout is presented in Volume II - Figure 4.3. The general arrangements of the structures for the various project alternatives were essentially the same as that for the base case. These quantities were used to calibrate the computer-based spreadsheets set up to compute excavation and concrete quantities for the dam, desander, headrace tunnel, surge tank, pressure shaft, powerhouse and the tailrace, etc. for the remaining capacity options. The costs of electro-mechanical equipment, viz. turbines, generators, powerhouse cranes, inlet valves and auxiliary mechanical and electrical services were derived from data provided by MHSP and from curves. For the headrace tunnel, Barton's Rock Quality Index Q was used to estimate the rock support requirements and a computer-based spreadsheet was set up to calculate quantities of excavation, shotcrete, rockbolts, concrete lining and steel ribs accordingly. _
The cost of access road was obtained for unit length for national highways in hilly terrain from in-house databases. Similarly, the per unit cost of 132 kV Transmission Line was obtained from in-house databases and recent projects in Nepal.

Water Conveyance and Plant Discharge

In order to derive the plant discharge for each capacity option, a preliminary estimata of the water conveyance head losses was carried out. An example of this calculation is shown in Table 9- 8. The diameters of the headrace tunnel and steellined penstock have been optimized separately as discussed In section 9.6. The head calculation is an iterative process in which the flow is varied until the head loss is such that the resulting net head gives the required piant capacity at an overall plant efficiency of 86.5%. The results of the head loss and installed capacity calculations are summarized in Figure 9.1. In order to ensure that the rated plant capacity is available throughout the reservoir range, the discharge was calculated for the normal operating level In the reservoir.

Hydrological Data used in Optimization

The capacity and energy potential of a partcular option is dependent upon the river fiows. The Mean monthly flows and the long-term daily flows ~ at the Intake Site of Likhu - IV Hydroelectric Project were derived from the Hydrometric Station No. 660 on the Likhu R.iver. These fiows were used in the computations of power and energy for the Project Optimization. These data and the Annual Flow Duration Curve, and Monthly Fiow Duration Curves are presented in Volume V: Appendix G. The 95% flow expedience values for each month are also Included in this Appendix.
In order to study the Pondage capacity of the reservoir behind the dam, a Pondage storage capacity was developed, which is reproduced in Annex - A.
The Environmental Impact Assessment (EIA) Study hos indicated a need for compensation flow releases from the headworks. The Likhu River regime studies indicate that, in order to maintain "a minimum depth of water in the River between the headworks and the first major tributary, i.e. Salpu Khola, a release in the order of 0.6 m3js is required. This flow is consequently not available for power generation, and has been deducted from the River flows while assessing the capacity and energy potential of the different options.

GENERAL APPROACH & METHODOLOGY

The optimization of the FSL, the water conveyance system and the installed capacity of the plant were undertaken as economic analyses with results expressed as economic costs and benefits. Conceptual layouts were developed for each alternative from which cost estimates were prepared. The power benefits were determined for each alternative and compared with the costs. The objective was to determine the element size, which maximizes the benefits of power supply and the discounted benefit/cost ratios. At this point, any further increase in size becomes uneconomical.
The sizing of the spillway and the determination of the full supply level were more influenced by physical constraints related to the ability to pass fiood flows and the live storage requirements than to a strict evaluation of net benefits as described in the ensuing sections.

Hydropower

Hydropower is the major source of electricity generation in Nepal. Domestic electricity demand in the Integrated Nepal Power System (INPS) increases during the winter months when river flows are low and decreases during summer months when river flows are high. The load factor of the power system is below 50% which necessitates more peaking power. This demand pattern is due to the domination of domestic load and is expected to continue for the foreseeable future until industrial demand overtakes domestic demand. This situation discourages the optimum use of river flows by simple run of river power plants, due to higher unit costs, producing less energy during the winter months and spilling water in summer. Seasonal regulated power plants are more suitable for such load pattern. However these types of power plants are viable only for much higher capacities requiring a large investment and associated adverse environmental problems.
